First of all: the handicapped ID alone does not entitle you to park in handicapped parking spaces! In addition, a distinction must be made between:

First there is that Parking facilities for people with exceptional mobility difficulties or blind people as well as people with amelia or phocomelia.

Severely handicapped people with extraordinary walking difficulties and blind people (mark aG or Bl in the severely handicapped pass) as well as severely handicapped people with amelia on both sides (lack of both arms) or phocomelia (hands and / or feet start directly on the torso) or comparable functional restrictions can be permitted, among other things,

  • to park in the so-called disabled parking spaces (parking spaces specially marked with the additional sign "wheelchair driver symbol"),
  • to park for up to three hours in places where the restricted parking ban is ordered,
  • Exceeding the permitted parking time in the area of ​​a zone stopping ban,
  • to park during these times in pedestrian zones in which loading or unloading is permitted for certain times,
  • to park at parking meters and at parking ticket machines free of charge and time limit,
  • to park in parking lots for residents for up to three hours,
  • to park in traffic-calmed areas outside the marked areas without obstructing through traffic,

if there is no other parking possibility within a reasonable distance.

The named persons can obtain this exemption even without a driving license or without their own vehicle registered on them. The exemption then shows that the driver who transports them is exempt from the relevant road traffic regulations. The responsible road traffic authority can provide information and an exemption from the city or local authority administration.

The road traffic authority provides the authorized person in these cases blue parking card with a wheelchair user symbol, which applies throughout Germany and in the member states of the EU for the respective parking facilities there.

There are also Parking facilities for special groups of severely disabled people on the basis of a federal regulation

  • Severely disabled people with the marks G and B and a degree of disability (GdB) of at least 80 for functional disorders in the lower limbs (and the lumbar spine, insofar as these affect the ability to walk),
  • Severely disabled people with the marks G and B and a GdB of at least 70 for functional disorders of the lower limbs (and the lumbar spine, insofar as these affect the ability to walk) and at the same time a GdB of at least 50 for functional disorders of the heart or the respiratory organs,
  • Severely disabled people who have Crohn's disease or ulcerative colitis, if they have a GdB of at least 60,
  • Severely disabled people with an artificial anus and artificial urinary diversion at the same time, if the GdB is at least 70,

can also receive a nationwide exemption. This essentially includes the aforementioned parking facilities. However, it does not entitle you to park in the so-called disabled parking spaces!

The road traffic authorities give more information and the exemption.
Finally there is in Rhineland-Palatinate another special regulation:

Handicapped people (mark G in the severely handicapped pass), who only have an action radius of approx. 100 m, can also receive an exemption. However, this only applies in Rhineland-Palatinate. It grants the same parking facilities as the national special regulation and therefore does not entitle you to park in the so-called disabled parking spaces. The road traffic authorities are also responsible for issuing the exemption permits.

Parking facilities for disabled people with loss or severe impairment of both hands and for people of short stature
Disabled people with the loss or severe impairment of both hands can also obtain an exemption upon application to the road traffic authority to park at parking meters and parking ticket machines free of charge and in a zone that is prohibited or in parking spaces with a time limit without using the parking disc.

Short people with a height of 1.39 m and below can be approved to park at parking meters and parking ticket machines free of charge. The road traffic authorities give more information and the exemption.

Reservation of parking spaces
Blind and extremely disabled people (mark Bl or aG in the severely handicapped pass) as well as people with amelia or phocomelia on both sides or comparable functional restrictions can, under certain conditions, reserve a parking space, for example near their home and / or workplace, near authorities and Hospitals. A special parking permit is required; it is issued by the road traffic authority.
